Wirral Council used THRIVE to connect 4,000 remote workers, creating one digital place for learning, knowledge sharing and collaboration on the move.
The challenge: diverse, dispersed teams
Wirral Council is a medium-sized council in the North West of England, just across the Mersey from Liverpool, employing 4,000 people and 450 teams.
From social workers and planners to school crossing patrols, finance teams and IT, most of these people work remotely, with varying digital literacy levels, varying access to tech, and a huge range of areas to consider in their learning strategy.
2025 targets
Wirral Council has ambitious targets to meet in 2025 and wide-scale transformation plans around the delivery of services and regeneration of key areas. To realise those, the L&D team wanted people to be curious, empowered to develop their potential, and confident enough to ‘#BeTheDifference’.
But, in a 2021 survey, only 56% of their employees felt they had good opportunities to grow. There was a disconnect between their people and the experts around the organisation. Their old LMS had limited capabilities, content was hard to find, and a user experience feedback form signalled one thing: it was time for an upgrade.
Setting the vision
The team set out to ‘create a culture of innovation and learning by fostering an agile and growth mindset.’ This would then feed into a strong internal talent pipeline, built by enabling personalised, self-directed learning, free-flowing knowledge sharing through user-generated content, and simple, slick, Council-wide collaboration.
With remote teams to consider, tech held the answer, and they found it in THRIVE. They named their new, fully branded platform ‘FLO’ (Flexible Learning Online) because it makes learning easy to access, impactful and engaging - all in the flow of work.

Since launching at the beginning of 2022, FLO has become THE place to develop and broaden your knowledge and skills and connect, collaborate and share with others at Wirral Council.
Before, the L&D team had to push learning. Now, they’re simply enabling it by using FLO to put personalised, bite-sized resources at their people’s fingertips, featuring content from THRIVE, other top providers in the industry, and Wirral Council’s own experts.
THRIVE’s mobile app means all their employees can access those opportunities wherever they may be, and by creating a culture of self-directed, social learning, FLO has given Wirral Council all the tools they need to smash their targets come 2025.
